- Preheat oven to 350°F (175°C). Grease a 9x13 inch baking pan and line with parchment paper, leaving an overhang on the long sides.
- In a medium bowl, whisk together flour, baking powder, baking soda, and salt.
- In a large bowl, beat butter and sugar with an electric mixer on medium speed until light and fluffy, about 3 minutes.
- Add eggs one at a time, beating well after each. Beat in vanilla.
- Reduce mixer speed to low. Add flour mixture in three additions, alternating with buttermilk, starting and ending with flour. Mix just until combined. Do not overmix.
- Pour batter into prepared pan and spread evenly. Bake for 25-28 minutes, until a toothpick inserted in the center comes out clean and the edges pull away slightly from the pan.
- Cool cake in the pan on a rack for 10 minutes, then lift out using parchment to cool completely.
- For frosting: Beat cream cheese and butter with an electric mixer on medium speed until smooth, about 2 minutes.
- Gradually add powdered sugar, beating on low until combined. Add vanilla and beat on medium until fluffy, about 1 minute. If frosting is too thick, add heavy cream 1 tablespoon at a time.
- Spread frosting evenly over cooled cake. Slice and serve.
